Conference Faculty

Kathy Arney is a licensed physical therapist and current Executive Director of the North Carolina Board of Physical Therapy Examiners (NCBPTE). She has served as the Vice Chair of the PT Compact Commission and Rules and Bylaws Committee since its inception in June of 2017.

Amy Goldman is a technical assistance specialist with the national Assistive Technology Act Technical Assistance and Training Center (AT3). She is a member of the PA Board of Examiners for Speech-Language and Audiology and Secretary to the NCSB Board of Directors.

Adam Finkel is Director of Government Relations at the American Academy of Audiology (AAA). He currently serves on the North Carolina Board of Examiners for Speech Pathology and Audiology.

Jolie Jones has served as the Executive Director for five years for the Louisiana Board of Examiners for Speech-Language Pathology and Audiology, in addition to seven years as the Board’s Administrative Assistant. Ms. Jones works with the Board to ensure that potential licensees meet the designated qualifications, and works with the Board and licensees to ensure compliance with the Procedural Rules and Law.

Nahale Freeland Kalfas is a solo-practitioner specializing in Administrative Law. She received her J.D from Duke University School of Law. For the past 9 years, she has been responsible for prosecutorial hearings, settlements, rulemaking and legislative matters as General Counsel for the NC Board of Examiners for Speech Pathology and Audiology.

Dan Logsdon, Manager, National Center for Interstate Compacts at The Council of State Governments. Dan has been involved in drafting Interstate Compacts for state governments.

Rick Masters is Special Counsel to the National Center for Interstate Compacts (‘NCIC’), which is affiliated with the Council of State Governments (‘CSG’), providing legal guidance concerning the law and use of interstate compacts. He is also the co-author of the most comprehensive compilation of legal authorities and commentary on the subject published by the American Bar Association in 2016 entitled: The Evolving Law and Use of Interstate Compacts: A Practitioner’s Guide.

Patti Nesbitt, Executive Director for the West Virginia Board of Examiners for Speech-Language Pathology and Audiology.

Todd Philbrick joined ASHA as the Director of Certification in 2014, after spending over 15 years with nonprofit healthcare certification and/or membership associations. Todd holds a BS in business administration, the Certified Association Executive (CAE) certification, and the Credentialing Specialist certificate.

Kathy Pruner is the Client Relations Director at Educational Testing Service (ETS). She provides assistance to ASHA, state departments of education, state boards of Audiology/Speech Pathology, institutions of higher education and candidates. Kathy has an M.B.A. from LaSalle University.

Theresa H. Rodgers is an SLP and special education consultant with thirty-three years of public school experience including as a special education supervisor. She is a former government CAO, ASHA Board of Ethics and CFCC Chair, and a former LBESPA member. Theresa has also served as president of CSAP, LSHA, and NCSB, and was ASHA VP for Government Relations and Public Policy from 2012-2014.  She is an ASHA Fellow and recipient of Honors of NCSB.

Nathan Standley is an attorney and director at Allen & Pinnix, P.A. where he counsels clients on antitrust, corporate, legislative, and licensing matters. Mr. Standley regularly assists state licensing boards and their member regulatory associations on issues such as promoting uniformity, licensee discipline, unauthorized/unlicensed practice, board and board member immunity, legislation drafting and analysis, and rulemaking.

Gregg Thornton is the Executive Director of the Ohio Board of Speech-Language Pathology & Audiology. He is an affiliate member with the American Speech-Language-Hearing Association and the American Academy of Audiology and is a member of NCSB.

Elliot Vice, Director, Government Affairs at National Council of State Boards of Nursing (NCSBN).

William (Bill) West, M.A., R.N., is a masters-prepared public health nurse / health care administrator. He is employed as an Analyst/ Compliance Officer at the National Practitioner Data Bank, part of the Department of Health and Human Services - Health Resources and Services Administration. He is part of the Compliance Branch involved with initiatives related to compliance with Federal reporting and querying requirements, technical assistance, and outreach for the Division.
